Extending financial assistance will be "an expression of good faith as their accredited peer-operators would not have suffered the current predicament were it not for the predatory actions of respondent Uber", the LTFRB said.

Drivers are free to set their own rates and riders are free to choose their own driver. "Because they are owning up to their mistake", she said.

"We're going to do everything we possibly can to show that we respect the authority of the LTFRB", he said.

In a statement Wednesday, LTFRB warned Arcade City to "stop all bookings made with the use of this kind of application [or] platform".

The government replied immediately, saying the suspension was still in force and threatening to arrest Uber drivers who violated it.

"Unlike taxi apps lilke Uber or Grab, Wunder drivers are non-professionals".

They cited the example of a certain Kenneth Lugtu who was able to book a ride from Ortigas Center to Quezon City on August 15, the day the suspension order was supposed to take effect.

He claimed that their service is the only one that has actually led to fewer cars on the road, helping ease traffic congestion in the metropolis.

Another carpooling company, South Africa's uGoMyWay, said it now had no plans to launch in the Philippines even as it stressed that sharing auto rides was the future.

Uber issued an email to users informing them of the suspension, entitled "we'll be serving you again soon".

The Land Transportation Franchising and Regulatory Board (LTFRB) did not give a reason for its decision, which came amid regulatory disputes with Uber and rival Grab that have prompted investigations by both chambers of Philippine Congress.

"If I were working there, I would launch a campaign trying to grab as much (market share) as I could as quickly as possible", he said.
